Pre-1992 toilets use 3.5 to 7 gallons per flush, while high efficient toilets (HET) use 1.28 gallons per flush or less.
For businesses, high-efficiency toilets, water efficient flush valve toilets (1.28 gpf or less), low flush urinals (LFU) that use 0.5 gpf or less and non-flushing (waterless) urinals (NFU) qualify for a rebate of up to $200, provided the following requirements are met:

Cleaning sidewalks, exterior walkways, entryways, tennis courts or patios with a hose and nozzle uses 8 to 18 gallons of water per minute. A water broom uses a combination of air and water pressure to clean and uses 3.5 gallons per minute.
