Residential Rebates
Following are rebates offered by many local water providers. Please check with your local provider for availability of funds.
Toilets account for more than one-quarter of all indoor water use. Toilets manufactured before 1992 use 3.5 to 7 gallons per flush (gpf) or between 17,000 and 34,000 gallons per year. By replacing your 3.5 gpf or greater toilet with a 1.28 gpf High Efficiency Toilet (HET) toilet, a family can save approximately 17,000 gallons per year.
Participating water providers are offering rebates from $50 to $125 to residential customers who purchase and install a new, qualifying high-efficiency clothes washer. More money may also be available from your energy provider. Now you can save water, energy and money, and get cash back as well.
Smart irrigation controllers automatically adjust based on local real-time weather and site conditions like rainfall, wind temperature, humidity, solar radiation and soil type to apply just the right amount of water needed at just the right time.
The Water Efficient Toilet Rebate Program
Water customers of participating agencies are eligible to receive up to
$175 rebate for replacing a 3.5 gallon per flush (gpf) or greater toilet
with a new High Efficiency Toilet (HET) which flushes 1.28 gpf or less.
Rebate levels depend on the water agency and funding available. Call your
water provider (or their
representative) listed in the Residential
and Commercial Toilet Rebate Program to determine your rebate eligibility
and amount of rebate.

To Qualify
- The location of the installation must be served by one of the water
providers listed on this brochure.
- The toilet to be replaced must have been installed prior to 1994.
- Purchase of toilet must occur within the program period of January 1 to December 31, 2011. Rebates are first-come, first-served and end when funds are exhausted or water provider or SRCSD program ends.
- Residential, commercial, industrial, institutional and multi-family applicants are eligible.
- The water agencies or their representatives are required to send IRS form 1099 to the customer and the IRS when rebates total $600 or more.
- Replacement of an Ultra Low Flush Toilet with a HET is based on a case-by-case basis and is determined by the water provider for your area.
- New construction is not eligible under this program.
To Receive Your Rebate
- Call your water provider or their representative to see if rebates are available and how much you are eligible for, and reserve your rebate.
- You must be replacing a toilet using 3.5 gpf or greater (non-ULFT or non-HET) to be eligible.
- You may install the toilet(s) yourself or hire a licensed contractor.
- Return the original dated receipt and/or plumber's invoice with the price, model and brand of each toilet listed individually. Keep a copy for your records.
- Submitting a signed application represents agreement to have your water provider verify the existing toilet and installation of the specified toilet(s) with your accompaniment. Your water provider may schedule a pre- and/or post-inspection.
- Eligible expenses include 1.6 gpf or less tank, bowl, seat, supply line, wax ring, caulking, bolts, bolt covers, tax and cost of professional installation up to the rebate amount.
- The water providers issue rebate checks within eight to 10 weeks of receipt of your completed application materials. Water provider rebates vary depending on the agency and toilet. Total rebate amounts will not exceed the money spent.

Clothes Washer Rebates
Participating RWA agencies are offering rebates from $50 to $125 to residential customers who purchase and install a new, qualifying high-efficiency clothes washer.

The Regional Water Authority is undertaking a pilot program for clothes washer rebates in partnership with Sacramento Municipal Utility District (SMUD).
To check if you are eligible for the clothes washer rebate, just follow these simple steps:
- Check that you have an account with an address where the clothes washer is to be installed that matches one of the five participating water service providers. Note the rebate amount varies as listed between $50 to $100.
- Citrus Heights Water District ($50)

Smart Irrigation Controller Rebates
What is a Smart Irrigation Controller?
Smart irrigation controllers automatically adjust based on local real-time weather and site conditions like rainfall, wind temperature, humidity, solar radiation and soil type to apply just the right amount of water needed at just the right time. This allows for an accurate and customized watering schedule for your landscape - which can save you water and money.
Who qualifies for a rebate?
- The applicant must be a water service customer of the City of Folsom, City of Placerville (administered by EID)
, El Dorado Irrigation District, Orange Vale Water Company or Sacramento Suburban Water District and the site where
the equipment is to be installed must receive water service from that provider.
- Water service must be metered and have been metered for a minimum of 12 months.
- Rebates are only available to improve existing in-ground irrigation systems and/or automatic timers, not for new irrigation system installations.
- Any project(s) started before the Pre-Inspection Audit is performed are not eligible for any portion of these rebates.
- All applications for rebates under the RWA Smart Irrigation Rebate Program must be submitted by no later than September 30, 2011.
How do you get the rebate?
- Call your water provider to confirm the availability of rebate funds.
- Submit a completed application to your water provider. Once the application has been received, a representative will contact you to schedule a Pre-Qualification Evaluation.
- Once the evaluation has been completed, the water provider will inform you of the equipment/material that is approved for purchase and eligible for a rebate. You and the water provider must sign and date the Pre- Qualification Evaluation form. The purchase and installation of all approved equipment must be installed within 120 days from the date of the Pre-Qualification Evaluation.
- After installation, you must call to a schedule Post-Installation Inspection. Rebates will not be processed until a Post-Installation Inspection has occurred. The inspection must take place no later than 90 days from the date of the Pre-Qualification Evaluation. You must mail the signed Post-Installation Inspection Form and original receipts to its water provider. Submission of receipts and inspection form are required to be eligible for a rebate under this program. If your contractor purchased the materials, please obtain a separate invoice for materials and ensure the invoice states "Labor billed separately."
- The rebate will be issued by your water provider within 90 days from the date of the Post-Installation Inspection. Rebate checks will be made payable to the applicant and mailed to the mailing address provided on the application. If your water provider is EID, rebates will be issued by a credit on your water service account.
Can I install a Smart Irrigation Controller myself?
The controller setup and fine-tuning is complex. We recommend hiring a
professional. Check to see if your installer has been trained and has experience
in installing smart irrigation controllers. We've developed a list of participating
installers who can help.
